Look up Phenomemon Based Learning. That is their "Future Ready" digital learning initiative. It is backed by Nordic ADL-ADL of course being the US Department of Defense e-learning program. Finland has just rolled out a new global education branding program. There is a poison pill embedded in it, though. While they want everyone to aspire to be Finland, they've shifted their approach to be underpinned by ICT technology, just as classrooms all over the globe are.
