When Oliver comes across a stressed-out, exhausted Toriel who's had to deal with more than a handful of human kids swarming around, something of a dream-turned-nightmare for Toriel, it's clear she isn't thinking straight. She initiates battle as a result of a mental spiral she "speedruns", almost as if going through the five stages of grief in reverse in 5 seconds.

Oliver's task is to talk Toriel through this mental breakdown, to get her to calm down long enough and to get her grounded long enough for her to process things healthily again.
