It was signed in Williamsburg by one hundred national prominent Americans, including former Presidents Gerald Ford and Jimmy Carter, Chief Justice Warren Burger, Chief Justice William Rehnquist and other major leaders in American life. Os Guinness was the lead drafter of the Charter.
