The budget cut $2 billion to local governments and schools; repealed the estate tax and included an expansion of charter schools. This panel conversation, moderated by The Plain Dealer's Joe Frolik, examined the impact of the budget on municipalities and the role the state and private sector can play in charting a way forward.
