The code walks through a segment of time (say, a measure), at each point picking a random instrument to play for a random length of time. However, as it works through the segment, this random length shortens to the remaining time left in the segment (resetting when the segment is complete). The effect is that the percussion hits speed up toward the end of the segment, creating "fills." Timed echoes and a little reverb fill out the percussion space.
