After a series of anonymous phone calls have alerted a Selco officer named Bryntrude Zorn that her niece Topaz is pregnant with Topaz' husband's child, mistakenly believing it to be her brother Leo, Bryntrude begins an investigation to find Topaz and Leo, her niece, is now appearing as a substitute teacher at the school which she attends as a child.

Now knowing where Leo and Topaz is, Bryntrude, Inspector and Topaz decide to follow Leo and Topaz to the island where they will stay using the same boat. But when they reach the island, no one is there.
After a months of searching, Bryntrude learns the truth that Leo has been turned into a cyborg. Leo is still alive but as a cyborg, he has been captured by SHADOW, an acronym for Secret Intervention Group for Overseas Defense, a group of secret government organization created by the Japanese government to protect them from the ever growing international terrorist organizations and is forced to work to compensate the Japanese government for his crimes he did in the country.
