The $112 billion state budget Governor Kasich signed in July 2011 is in full effect. The budget cut $2 billion to local governments and schools; repealed the estate tax and included an expansion of charter schools. This panel conversation, moderated by The Plain Dealer's Joe Frolik, examined the impact of the budget on municipalities and the role the state and private sector can play in charting a way forward. Panelists included Randy Cole, President of the State Controlling Board, Kathy Mulcahy, Mayor of Orange Village, and Tony Paglia of the Youngstown/Warren Regional Chamber.

Co-presented by The City Club, The Civic Commons, ideastream and The Plain Dealer.
