This is a very good question - Neither are bad choices so I guess it depends what you want.
The Prophet'08 is a great synth. You have a lot of hands on control and layer 2 voices together for complex sounds.
The Tempest is primarily a drum machine so its emphasis is different. The individual voices are more powerful that the Prophet'08: you have a sub oscillator, feedback and a hi-pass filter as well as 2 digital oscillators. The downside is you don't get as many controls so editing involves a bit of jumping around menus. You also cannot layer voices.I get the impression DSI are working on a Tempest based synth so you could also wait.

wow, that's an eye opener! still wondering wether it makes sense to get a tempest + a proper master keyboard instead of prophet08.
