This track is the basis for an intro track on the second Universal Riddim album released on Rub a dub records. On the record release it was edited to be shorter and some percussion was added by Per Tjernberg.
The track is made out of vocoder sounds and computer generated speech, all vocoder sounds triggered by the computer generated speech. And the only thing said is "universal riddim". There are tons of effects applied to the sounds. There is a beat to this but I cant remember the BPM.
